His announcement was so confusing that even USPS employees got lost. Nobody knew whether they were federal workers.
It is clear why. They receive the same benefits that federal employees but work for agencies under the executive branches (the same ones as the president).
The Biden administration made a decision to clarify and a spokesperson issued a statement later in the day.
USPS is exempt from the Federal Executive Order requiring Federal employees to get vaccinated. The USPS is a distinct statutory organization that has been independent from federal personnel actions such as this.
According to the spokesperson, the “separate legal scheme” is an indication of the USPS’s autonomy and separation from U.S. government work.
This clearly shows that USPS employees do not qualify as federal employees. However, this distinction is very subtle.
What is the USPS’s best job?
Even if USPS employees aren’t technically federal employees, working for the Postal Service is generally considered a very good gig.
Benefits are identical to federal employees. This includes generous benefits such as health insurance, retirement plans, fully-covered life insurance, sick time, vacation, and full coverage for all types of insurance.
Workforce employees are able to afford enough for their family. Edward Dyer, for example, has five kids in college and a family of five.
The postal service employees at USPS earn all the benefits, including every cent. That particular job can be extremely physical, even dangerous.

Further, even entry-level USPS employees make well above the national minimum wage, and can go on to earn even more, while enjoying the excellent healthcare and generous time off.
